An analysis of two sets of groups: those who have been victimized in 48 episodes of genocides and politicides between 1945 and the mid-1990s, and those in the mid-1990s, 88 communal and regional groups, subject to deliberate political, economic, or cultural discrimination. A comparative analysis of these two sets of information enables the authors to identify groups, including survivors of previous genocides and politicides, which could become tomorrow's victims of massive violence. From a perspective of prevention, these high-risk groups should be the focus of careful ,monitoring and early warning assessments by the international community. , 1996. |
